Bill of Rights for better involvement of the people

The National Economy and Society Council led by Khun Khothom Areeya, is organizing public seminars around the country to educate the citizens of the rights that they are born with.

In the Region 7, which consists of 8 provinces, the public was able to participate in the consideration of the law and our rights in different situations.

Khun Khothom Areeya did not attend, but an introductory video was presented to the audience. Present were many capable professors who helped address important issues. More than 200 fortunate citizens participated in the seminar. Second Lieutenant Opas Saetawamanee, Vice Governor of Petchburi and Chairman of the seminar commenced the orientation. The event was commentated by Khun Preecha Songwattana, a member of the National Economy and Society Council.

After the seminar, the participants seemed excited. Some had not read the older constitutions. The presentation helped the people understand the way democracy works. How to go about changing something using the democratic process. And how to approach and push for new laws. Pol.Lt.Col. Surin Chaipanitch, a retired officer and an advisor to the Lak Sam District Development Headquarters, was the principal information giver. His lecture gave many useful examples to allow the audience to better understand the constitutional process.

The seminar was beneficial in bringing knowledge of our constitution to regions outside of Bangkok. People left the seminar with better understanding of the rights for the people and how to exercise them and that justice will prevail.

At this time, I can see the looming future where there will be more justice and righteousness in the Kingdom. The temporary government tries to improve the constitution to create better society for the people of Thailand.

Cha-Am Beach Volleyball Tournament

The event is held for the following reasons:
1. To promote good health and well being through sports and exercise in the community.
2. To promote sports as a part of the tourism program for Petchburi.
3. To promote sports as a medium to strengthen the community and society

Dates and schedule
1. The tournament will take place between March 14-16, 2008, on the beach in front of Methawalai Hotel, Cha-Am.
2. Opening ceremony will commence on March 14, 2008, at 16.00hrs.
3. The draw will be supervised on March 13, 2008, at 18:00 pm, in front of Khun Ying Nuengburi High School, Cha-Am.
4. The welcome party will be held after the completion of the opening ceremony on March 13, 2008, at 18:00 pm, in front of Khun Ying Nuengburi High School, Cha-Am.

Prizes and details
1. An invitation has been given to all the teams in Thailand who qualified for the 23rd National Youth Games in Suratthani. Qualifying are 16 boys' teams and 16 girls' teams. Petchburi Province will provide 1,000 baht for each school for transportation.
2. The first round will be divided into groups of 4 teams each. Then there will be semi-finals. To get to the finals teams will have to go through a knock-out round, Every team will receive prizes for each match.– The winning teams will get 1,000 baht while the losing teams will have to make do with 500 baht.
3. Prizes are as follows:
1st place will receive a trophy and the prize of 5,000 baht
1st runner-up will receive a trophy and the prize of 4,000 baht
2nd runner-up will receive a trophy and the prize of 3,000 baht
3rd runner-up will receive a trophy and the prize of 2,000 baht
4. The event will include local universities in the near future.

Meeting on Dengue Fever in Hua Hin

Between October 1, 2005 and September 30, 2006, 36 people in Hua Hin contracted dengue fever. This was the highest concentration of infected people in Prachuab Khirikan.

Khun Witoon Losirilak, vice mayor, opened the meeting entitled "action to prevent and control dengue fever". For 3 days between February 7th and 9th, a series of seminars took place at the Damnoenkasem Room, 3rd floor, Municipality office.

Khun Witoon, in his opening address, stated that to be successful in preventing dengue fever, the focus should be on getting rid of larvae. The residents of each community should help each other to cooperate in the plan to prevent and control dengue fever in Hua Hin area.

Khun Nirand Nimittawin, director of public and environment hygiene, read the report on the previous years infections. Khun Kerdsiri Rattanajinda, chief of Suktakiab Public Service Center, conducted the meeting.

The seminars were given by invited guests including ML Penprapai Hoitong, public health expert C8, Khun Somkiat Sritong, from Disease Prevention Section of Prachuab Khirikhan Public Health Office, Doctor Srikanok Wisutthiwiset, specialist in family health care, Khun Summana Kaewsawang, Nurse, Khun Chutima Chuennai, public health expert from Hua Hin Hospital. Also in attendance were representatives from Baan Khao Tao Health Center, Hua Hin Chalerm Prakiat Red Cross, and Baan Hua Hin School. They discussed their experiences trying to prevent the disease and eliminate the larvae successfully.

This 3-day intensive seminar offered comprehensive information about the fever itself, how to cure it, how to go about mapping a community, and to estimate the level of danger when there is a known presence of larvae. The seminar attendees were encouraged to take this knowledge and use it in their own community to prevent dengue fever.

Khun Witoon added that chemicals, could be extremely dangerous to human health in high concentrations, so they shouldn't be the only thing used to get rid of Aedes mosquitos.

“The best way to eliminate mosquitos is to destroy their reproductive locations. If you can remove these places that allow larvae, which is the main cause of dengue fever, to grow, the situation will immediately improve.”

If people can co-operate to help to prevent dengue fever the right way the government will be able to stop using chemicals in public areas. The local administrative committee will be able to save money by not having to arrange chemical spraying of the street on a regular basis.

The meeting and the seminars received good feedback from people who attended. Present were monks, committees from 35 communities, directors and principals of rural schools, and representatives from schools in Hua Hin.

Fire Prevention

Fire is dangerous and costly. The common causes for destructive fires are cooking, short circuits, burning incense and the incorrect usage of electrical appliances. Fires are often caused by carelessness or negligence. Hua Hin municipality is very concerned about the safety of the citizens and has stressed the importance of cooperation to reduce the risk to lives and property. We are taking the initiative for prevention against fire and your support is essential to the success of this task.

We would like you to consider adopting the following practices.
1. Be careful when cooking, burning incense during prayers and installing an electrical appliance.
2. The gas valves should always be turned off when not in use. Repair any defective devices.
3. Do not let children play with fire or be near fire. Do not place mosquito coils near the bed and do not build fires close to home.
4. Fully extinguish cigarettes before discarding them. Do not leave cigarettes in potentially flammable areas. Do not smoke in bed. Do not store fuel and flammable substances in the house.
5. All electrical appliance users must check the plugs and the cords regularly for damage.
6. To prevent loss of life due to an outbreak of fire, emergency doors should be easily accessible. If you install screen doors and curved steel barriers, they should be able to open from inside.
7. There should be fire extinguisher in every house and office. Everybody should know how to operate it. Study the manual for maximum effectiveness when faced with real fire.
8. There are several extinguishers setup around the city for your disposal, please return after use and report to the Municipality so that the can will be refitted for further use.
9. When a fire occurs, try to contain its spread by moving anything flammable out of the way. Douse the area around the fire before trying to extinguish it. Begin at the edges of the fire, working your way inward to the center of the flame. Always report the fire IMMEDIATELY to the Fire Department at the Municipality at TEL: 032-511-666 or 199.
10. Starting a fire, with or without the intent to harm or damage, is punishable by law. Please help prevent fire for your own sakes and that of your neighbors'.

Free Seminars on existing and newly registered limited companies

The Department of Business Development, Prachuab Khirikhan, will hold a course for company limited businesses and newly registered companies on the basics of business in Thailand and the laws vital to this endeavor. The course will also include the lectures on account laws and how important it is to keep all records of transaction. There will be information on tax laws and laws involving company limited licenses. This seminar is designed to educate the public on effective and legal business conducts and ethics. The seminar will be held on March 21, 2008 at the Hadthong Hotel meeting room, Prachuab Khirikhan. Hua Hin Municipality trains volunteers to take care of elders

Khun Siraphan Kamolpramote, Hua Hin Mayor, opened the volunteer training project for elder's care givers in the community. Many people were interested in this project. The crowd filled up the event room at Naresdamri Meeting Room, Hua Hin Municipality office.

Khun Siraphan said that today there are a lot of elders in the community. Some elders are capable of taking care of themselves, but there are also many elders who need special help. This is a very important issue right now. The community needed to raise the awareness of young people so they see the importance of caring for elders. He spoke about helping the elders to be more healthy, to be satisfied with their way of life, and to be able to help themselves and others.

Thai people always give respect to the elders. This project is set to enhance the lives of the elders in the community by encouraging people to volunteer to help. The project will also attempt through education and example to build positive attitudes towards elders in the community.

Hua Hin Music in Summer 2008

At end of March, it is time for students to start their summer vacation. Hua Hin Municipality and Mayor, Khun Siraphan Kamolpramote, organize the Music in Summer project for Hua Hin youth to spend some quality time during Summer and to develop their skills in music. This year event is organized by Vice Mayor, Khun Witoon Losirilak. It will take place between March 28th and March 31st, The Event starts at 5.30 p.m. and ends at 11.30 p.m. on each of the three days. The venue will be Pone Kingphet Public Garden.

The highlight of the event should be Youth Music Contest. The students who want to attend the contest must be younger than 22 years old. There must be at least 3 members in the band, but the band must not have more than 7 members. The winner will receive the trophy and 50,000 Baht cash. Bands should apply before March 6th. Besides the contest, there are also a lot of interesting activities such as ice sculpture by Hua-Hin Ice Sculpture Group led by Khun Alongkorn Timcharoen. He is a two time Bangkok Ice Sculpture Contest winner. Live music will be performed by Thailand's top chart bands such as Clash, Fahrenheit, Stur, and Labanoon.

Lunch money!

The municipality has a budget of 6.1 million baht to pay for lunches for the students of seven Hua Hin schools in 2007. Vice mayor Nopporn Wutthikul said that hungry students are not able to focus on their study. Municipal schoolchildren will be able to have a free lunch paid for by the municipality. 60% of the budget is from the municipality and 40% is from the local administrative office. Some kind people in the community also make special donations. The project is now in its third year.

During the academic year the school milk project is paid for by budget from local community administration office. Milk is available for students from grade 1 to grade 4. The municipality intends to expand this to include everyone. The municipality has plans for a school uniform project, a school books project and a school camp project.

New President of the Provincial Election Committee

The Governor of Prachuab Khirikhan announced that Lung Tuck will be the new Provincial Election Committee president. In the light of the scandal surrounding the behavior of some of the National Election committee members it is very important that the holders of this office should be people of irreproachable character.

Lung Tuck has had a long and distinguished career in local politics. He has been elected to the municipal council 6 times, served on the provincial assembly during four administrations and has been a very popular vice Mayor of Hua Hin. A journalist since the age of 19 he has exposed a number of corrupt practices over the years and led several successful campaigns on behalf of unfortunate or disenfranchised people who would not normally attract a strong advocate.

His intervention to ask the King to tell the water board that they must restore the water supply to Hua Hin is a well known story. Less well known is his championing of the right of our citizens to enjoy the Queen’s Park. A senior politician in Bangkok attempted to acquire 19 rai of this public land for private use. Lung Tuck bravely challenged the right of this powerful Bangkok figure to take over publicly owned property. Users of the park today have a lovely amenity to enjoy because this person decided that leaving the property in public lands was a good idea.

Hua Hin Mirror was delighted when Lung Tuck became our senior advisor and we often ask Lung Tuck to be our ambassador to local dignitaries and at local functions. We know that there are few people in our local area who have more respect. It seems that the members of the Electoral commission think so too.

Hua Hin Municipality joined the Population Registration Program

Khun Siraphan Kamolpramote, the Mayor of Hua Hin stated that since this year is a golden year of His Majesty's 80th birthday anniversary, the Department of Civic Registration has setup a project to commemorate His honors by uprooting the old registration information and commencing a new up to date register. This is important for those who have been left out of house registration or fallen out of contact with the registrar. The government will take a new survey of the population and help register anybody who should be on the register. This will help with future programs aimed at the public. The government wishes to know the exact number people in order to be able to assist them properly. When registered, the individuals will be able to receive benefits from the government and other rights belonging to Thai citizens registered with the bureau of Registration.

Prachuab Khirikhan discussed CCTV for Hua Hin

Khun Sanit Boonkorsakul, Prachuab Khirikhan Vice Governor, and representative of the governor started the meeting on the subject of putting close circuit cameras in Hua Hin. Attending the meeting were the police, officers from Prachuab Khirikhan Transportation Department, Hua Hin Chief District Officer, and officers in other organizations including some from the Pranburi area.

Khun Sanit Boonkorsakul, Vice Governor, said that this is the Ministry of Interior's policy. Its purpose is to ensure greater security for Hua Hin people and tourists because crimes and robberies could happen at anytime and anywhere. The authorities decided to spend the budget on putting the close circuit cameras around Hua Hin city. The police reported that from their research, there were 47 suitable camera points, but they have 61 cameras available. There will be another meeting to decide camera points.

Khun Sanit said that if they do not have enough budget to complete the project in one phase, it is necessary to divide into 3 phases. This meeting was just to share the first hand information and some research. Khun Sanit was afraid that the information they have now is not precise.

All the attendees agreed that the installation of close circuit cameras to prevent crimes and robberies was an excellent plan. Khun Sanit said before the meeting ended that the camera agents from Bangkok were invited to show the attendants the various models of camera. He would see everyone again in the next meeting to see if the number of camera spots and the number of cameras matched.

Preparation for Tourism in Hua Hin

Khun Withoon Losirilak, Vice Mayor of Hua Hin, recently spoke about the tourist industry and how important tourism is to the economy of the city.

With the importance of tourist information in mind, Hua Hin Municipality led by Khun Siraphan Kamolpramote, has set up 3 tourist information offices: the first is located at the municipality office, the second is at the clock tower and the third is at a shrine across from Hua Heng shop. All were given to the Hua Hin police under the Traffic jurisdiction. Another spot is under construction in the Khao Takiab area. Each area is operated on Monday through Friday 08.30-20.00hrs., and 09.00-17.00hrs. on weekends.

In the year 2006, Hua Hin Municipality had kept statistics of visits from the two booths then in operation. From January-December of last year 9032 tourists came to the municipality office. The clock tower office dealt with 8686 tourists from June-December of last year. The top three tourist nationalities were Thai, Swedish and British. There are ongoing problems faced by tourists. Pricing, services and cleanliness are issues that the Municipality has been dealing with. They have discussed the issues with many operators of businesses in the region.

Khun Ukrit Pothongkam, Chief of Tourist Promotion, said that Hua Hin has not stopped improving its staff training and preparation for tourists. Personnel were sent to seminars to be readied for anything that might happen. Some were sent to seminars in Japan. Understanding the culture of Japanese tourists allows our staff to support tourists from Japan and may increase the number of Japanese tourists in the near future. Further education in English language takes place in cooperation with Rajabhat Suan Dusit University. The next activity sponsored by Hua Hin Municipality is the 3rd Music in Summer Festival, which will be arranged at the end of March. At this point Hua Hin Mirror has received no details of the performances.

Safe Hua Hin Electricity

In January the municipality had a meeting to discuss the progress of the project to improve the scenery of Hua Hin and make the wiring system safer.

Khun Siraphan Kamoltramote, Hua Hin Mayor, said the management of electric wires, telephone cables, and any other communication cables is the responsibility of a number of different organizations. The Provincial Electricity Authority, TOT Corporation (Public) Co., Ltd. and many other companies are involved. The Mayor stated that on Petchkasem Road the wires are going to be put underground. For sub-roads or sois, the project is being going very rapidly.

The newly installed poles for electric transformers are the responsibility of the Provincial Electricity Authority. Transformers will now be mounted on single poles instead of on twin poles as was previously the case. The wires will also be kept in order. The project is expected to be complete by November this year.

The work has been hit by problems. There are many wires from different offices. It requires a great deal of organization to make improvements while avoiding interruptions to local communication systems. Another problem is a shortage of trained personnel. The limited budget has also delayed the project. At this time all the organizations involved are hastening to complete this project in time for HM the King's 80th birthday anniversary on this coming December 5th.

Taekwando Competition

On February 3, 2008, 8 a.m. at Hua Hin Municipality School, Khun Siraphan Kamolpramote, Hua Hin Mayor, opened the 2nd taekwando competition. This was staged with the cooperation and support of Hua Hin Municipality and Ajarn Sayan Wichasri or Ajarn Kings, the master who possesses the level 6th black belt in taekwando and coaches Ramkamhaeng University's taekwando team.

There were approximately 100 contestants in this competition. To enter the contestants had to be under 18 years old. This competition attracted many athletes and their parents. The audience's appreciation showed as it cheered the contestants who showed how tough they could be. There were some bruises and cuts, but no other injuries and the spirit of the competition was very joyous.

Ajarn Kings invited groups from Bangkok. Other guests included Khun Taweesil Kamnuan, a taekwando master who received the level 5th black belt; he is now a director of Thailand Taekwando Association of Pathumthani Province's taekwando team, an international taekwando judge, and a former student of Hua Hin Vittayalai School. Khun Kamnuan urged Thai kids to spend vacation time carefully considering what they want to do in the future.

He suggested that the children who are interested in this sport should come to practice at the taekwando gym located near the Grand Hotel. Khun Kamnuan also congratulated the young taekwando athletes who won the trophies because of their patience in practicing. He also gave support to those who lost in this competition and encouraged them to keep practicing for Thai society always offers people who keep trying new chances. He hoped that there should be more competition like this in Hua Hin.

There's Gold in Them Hill

The tourist authorities of Prachuab Khirikhan province have been marketing gold prospecting on the rivers Huay Jang Han, Klong Yai and Klong Tong for some time.

While spending a hot humid afternoon panning for gold in a mosquito zone may not be your idea of entertainment, it appears to have paid off for a certain un-named individual recently. The levels of activity on these rivers have increased noticeably as news of the discovery became well known. While residents of Hua Hin may be more familiar with our own version of a gold rush, the local property market, there are apparently small fortunes to be made panning and fossicking. We would warn our readers that prospecting for gold requires a license. Further suggestions on where you can prospect for treasure are available from Prachuab Khirikhan Province tourist office.

To Be Number Event in Pranburi

February 14, 2008 Her Royal Highness Princess Ubol Ratana visited the 'To Be Number One' program at the Tream-Udom-Suksa-Pattanakarn Pranburi High School and presided over the event. Her Royal Highness Princess Ubol Ratana also joined in many activities along with the members of the 'To Be Number One' program in Pranburi. The Princess enjoyed an opening ceremony commemorating the new teen center arranged by Her Royal Highness Princess Ubol Ratana herself. The Princess handed out new 'To Be Number One' magazines to the participants and gave pins and awards of the major contributors. The concert on that night was witnessed by the royal blood. The concert featured many singers and artists from Grammy Record Company. The participants enjoyed a blissful night full of entertainment.

Project's Principles
The Principles of the 'To Be Number One' program launched by the public's concern about the problems of drugs spread throughout the society, Her Royal Highness Princess Ubol Ratana has accepted the role of Director of Anti-Drug Program, which has changed its original name to that of 'To Be Number One.' Her Royal Highness Princess Ubol Ratana believes that as children are the next generation of adults, these are the leaders of the future. The aim of the 'To Be Number One' program is to send a new message to the young community of Thailand. The other issue stressed was that the program will give its members a chance at new hobbies and to get away from drugs. This program will be available in all school systems across the country. The goal is to encourage problem children to change their lifestyle hopefully draw them away from the drug scene.

Her Royal Highness Princess Ubol Ratana spoke at the event. She said that the purpose of the 'To Be Number One' program is to present an alternative to drugs for the public at large. This effort will take the assistance of the entire community. The strength that these participants will receive from this group of people will hopefully be enough to turn them from the life with drugs to the life of quality without drugs.

To Be Number One Goals
1. To create a new trend amongst the teenagers to stay away from drugs.
2. To support the community by organizing creative activities for the public.
3. To build better understanding and educate the unfortunate ones to turn them back towards the community.
4. Better education to the general public to reduce future problems.

1. Youth in and out of education institutions.
2. The abusers.
3. General public.

Where did This Sign Come From?

The Board of Pollution Control of the Department of Natural Resources has set up a program to reserve and maintain natural habitats on the coast of Thailand. The project was to return all the 500 shorelines of Thailand to nature. The pride of Thailand must be preserved for next generations as part of the world's heritage. Some of the changes to the coastline are irreversible. Development has affected the natural beauty, the water quality and created waste problems. An effort must be made immediately to save our beaches and marine life.

Participating towns and provinces must undergo 6 quality controls in any given year: 4 times during the high season, and twice during the low season. The evaluation process consists of 4 main factors. Firstly, the bacterial level in the shallow waters along the shorelines. Secondly, the amount of waste around the beach area. Thirdly, the condition of the beach: this includes examining the coral, the sand dunes and the erosion of the shorelines. Finally, there must be an investigation of the land usage around the beach (illegal usurpation of the beach). The scoring is based on a scale of 1-5 stars. After evaluation, official signposting is offered to the participating beaches announcing the quality of the beach. The beaches with low numbers of stars can improve throughout the year.

In the latest evaluation conducted from last year, 2006, Hua Hin was a 4-star beach town. This is a very good standing to launch a the program for this year. Many people and organizations are involved including the municipality and business entrepreneurs. The public is encouraged to remember the importance of preserving the environment. This year, the Board of Pollution Control will hold a ceremony offering recognition and awards to towns and provinces with outstanding beach programs to ensure the future beauty of its beach, shorelines and living environment. This year's full evaluation process and requirement was reviewed at the Navybhirom Building, Royal Thai Navy, on February 21, 2007.

Youth Camp to preserve Hua Hin beach

The Pollution Control Department of the Ministry of Resource and Environment, set a "Ruam Jai Pak Rak Sing Vad Lom Hua Hin" project to celebrate His Majesty the King’s 80th birthday anniversary. The project was organized by Rak Haad Tid Dao Youth Camp; Ruam Pitak Rak Haad Baan Por. The camp wants to invite children to join Ruam Pitak Rak Haad Baan Por camp by applying on 1st-4th May, 2008 at Hua Hin, Prachuab Khirikhan. The children who want to apply to join the camp must be students in grade 1 till grade 4. They must either write an essay or draw a picture under the topic "Ruam Pitak Rak Haad Baan Por". The students must also write to introduce themselves and tell the judge about their addresses, schools, and give a telephone number.

The Youth Group also needs 15 people to volunteer to look after the children in the camp. Anyone who is interested in this job can contact the office before March 31, 2008.

Train crash in Hua Hin

Some time after 02.40hrs. on the morning of January 14th, the northbound Langsuan-Thonburi diesel train ploughed into the stationary Bangkok-Yala express at Nongkae Train Station. Residents living on both sides of the train track heard a very loud bang. Local emergency services responded immediately. The police cleared the area of non-essential personnel and limited access to the rescue site to 2 vehicles at a time.

The efficient police work was praised by a representative of the foundation that co-ordinated the rescue effort, Songkroh Hua Hin Foundation. One of their emergency and rescue teams was on the scene within 5 minutes of the accident happening. Mr. Wisut Boonyasakseri, vice president of Songkroh Hua Hin Foundation and rescue team leader told the Hua Hin Mirror that when his first team arrived many people lay unconscious, some screaming and moaning from fear and pain.

The accident lead to 92 people being injured and caused 3 deaths. All the dead were from the stationary Bangkok-Yala sprinter. The dead were railway employees: a train operator, a mechanic, and a receptionist. The force of the collision resulted in the Bangkok-Yala sprinter mounting the engine of the Langsuan-Thonburi train engine. This meant that although he was killed instantly, the body of the train operator was only recovered from the wreckage 15 hours after the accident. The engineer was still alive when he was cut out of the wreckage. He died later that day in San Paulo hospital.

Driving through the night, government officials assembled at the crash site and where able to make joint assessment shortly after 8am. At 10.30hrs. of the same morning, Deputy Minister of Interior, Mr. Banyad Chansanoh, with Mr. Sira Saengmanee, Board Director of State Railway of Thailand, Mr. Prasong Pitulkitja, Governor of Prachuab Khirikhan, Mr. Prasit Boonlikhit, Chief District Officer, Police Major General Noi Wanapaibool, Commander of Prachuab Khirikhan Provincial Police, Police Colonel Prapas Somproh, Superintendent of Hua Hin Police Station, Mr. Siraphan Kamolpramote, Hua Hin Mayor, Mr. Nopporn Wutthikul, Vice Mayor, issued a preliminary press statement promising that the accident would be fully investigated. Then they proceed to the hospital and visited the injured. Later on Mr. Sanit Boonkorsakul, Vice Governor, also visited the injured to wish them better.

Cause of crash remains unknown

The cause of this accident hasn't been confirmed. It was said that Hua Hin Train Station sent a signal to Langsuan-Thonburi train to stop and wait for the Bangkok-Yala train to proceed with the traffic. However, there was no response from the Langsuan-Thonburi train and it ran through the red signal causing the accident. Investigations are continuing.

Hua Hin Mirror has learned that the traffic controller at Hua Hin Train Station radio-ed the train operator of Langsuan-Thonburi train to wait for the rail switching but had no answer. The investigation is now focusing on evidence from the traffic controller who usually keeps an arrival and departure time log and also tapes from CCTV.

The 2 people killed instantly were Ms. Wanida Popan, service staff on the Bangkok-Yala train, and Mr. Paijit Chooyod, train operator of the Bangkok-Yala train. Mr. Theerapol Boonchai, maintenance staff of the Bangkok-Yala train died later at San Paolo Hospital.

Emergency services respond quickly

Speaking to the Hua Hin Mirror, Mr. Wisut Boonyasakseri, vice president of Songkroh Hua Hin Foundation and coordinator of the rescue efforts praised all the organizations involved. He remarked that it was fortunate that the site of the accident was so accessible. With the police carefully controlling access, and an open site to work in, the rescue operations were not very difficult.

He went on to say that his teams and those of the other attending foundations are always prepared for emergency rescue. On site were a wide range of highly trained people and equipment for light and heavy injuries. They had available immediate pain relief medication for most injuries and they have cutting and lifting equipment to extract people from wreckage and debris. 16 injured were sent to San Paolo Hospital including Mr. Theerapol Boonchai who later died.

At Hua Hin Hospital, there were 80 injured. Overall the number of casualties from this accident was almost 100. There were 96 injured and there were 3 deaths. There are 7 seriously injured who remain in hospital. Songkroh Hua Hin Foundation arranged to return the bodies of the dead to their hometowns in Chumporn, Prachinburi and Lopburi All costs were by Songkroh Hua Hin Foundation.

From catching snakes to serious emergencies: The Songkroh Hua Hin Foundation

Speaking after the recent train crash rescue that the foundation coordinated, Mr. Wisut Boonyasakseri said that Songkroh Hua Hin Foundation is for Hua Hin people and they are open 24 hours a day. The foundation has 15 staff who work in two shifts. 7am-7pm, 7pm-7am. The staff have their permanent job (like Mr. Wisut himself who has a business selling electronic parts). They receive full training and they have to drill regularly.

The organization spends 50,000 baht each month for staff and 10,000 baht for gas. They open to receive contributions but will not go walk on the street to gain money. They have 7 cars and 1 fully functioning ambulance and their office is on Chomsin Road. Their staff are not allowed to receive any thanks in the kind of money to avoid discrimination when giving help and rescue. But those people who they go to help can offer them drink or food.

He suggested that if anyone finds or sees an accident they can call the foundation right away. The foundation team wants to work and help so he suggested that passersby should stay away from the scene so the rescue team can work properly. They can stay to watch but have to stand very far from the scene. Sometimes they need help from people who want to help but the volunteer helpers should listen to what the rescue people say so the right procedure can be done.

Anyone who wants to become the rescue staff can contact the foundation. They must do the training course and test before they can be accepted as new staff. But members believe that this is necessary to get rescue people who really want to work hard and help people. If they fail the test they won't be selected. "It's not easy to become part of our team," said Mr. Wisut.

There are many serious accidents each week in Hua Hin. Most of them involve motorbikes. They are called to help every day. Mr. Wisut remarked that accidents occur because of recklessness. The parents should take good care of their kids and the kids should take care of their parents. In other words, everyone should help each other to take care of each other.

1. House and Land Tax: tax should be paid during January-February 2008. The payment should be done within 30 days as of the notified evaluation date.

2. Local Maintenance Tax: tax should be paid during January-April 2008.

3-Bays Rally and Valentine's Party

From February 9-11, 2008, Prachuab Municipality cooperates with the Office of Provincial Culture, private organizations, businesspersons, and people in Prachuab Khirikhan in setting up locations for the 3-Bay Rally, at the public park in front of Muang Prachuab Khirikhan Municipality Office, and along the rally route in Prachuab Khirikhan area. The rally will promote tourism. 100 cars from all over Thailand will be involved and the rally route is set to pass Prachuab Khirikhan's tourism places. Besides the rally itself, there will be the Cultural Road Opening Fairs at Prachuab Khirikhan bay and at the "Saranrom" Public Park in front of the Muang Prachuab Khirikhan Municipality Office. Here you will find displayed local products, handiworks created by local wisdoms, and products which reflect the Prachuab Khirikhan’s identity. As part of the Fairs, there will be displays of the "Kinlom Chom-ao" Festival which will feature a variety of food and drinks. The purpose of these activities is to promote the tourism in Prachuab Khirikhan, to foster harmony and warmness in the families on the occasion of Valentine's Festival, and to promote the local arts, cultures, and wisdom to the public.

Vice Mayor announces new rules for Hua Hin beach

At a recent Municipal meeting, attendees discussed, suggested, and agreed to the rules and policies which will be applied to beach stalls and temporary businesses. The new regulations will control beach chairs, beds, tables, umbrellas, etc--on the beaches in Hua Hin Municipal area, from Sofitel Central Hua Hin to Haad Sainoi (Khao Tao), except the area of Haad Hua Don. The rules should help to keep order on the beach and improve the provision of facilities for tourists.

Mr. Witoon Losirilak, Vice Mayor of Hua Hin, presided over the meeting which was held on January 9, 2007 at Damnoenkasem Meeting Room, Hua Hin Municipality. Attendees included Mr. Surakit Sastrapruek, Deputy Municipal Officer, Mr. Suppachai Alaijit, Chief of Deputy Municipal Office, Mr. Komkrit Muangjan, Chief of Peace Keeping Department, together with 14 beach business owners.

The rules are that business providers on the beach will be allowed to arrange their chairs, beds or tables in not more than 2 rows. The minimum distance between each shop should be at least 5 meters from each other to provide enough space for tourists to walk on the beach.

The municipality will recognize the rights of business keepers who register their names to provide businesses on the beach. Those registered are only entitled to do business by themselves. They are not allowed to lease or sublease the space to other people. Each month, they should stop providing their business services for at least one day. The meeting agreed this "day off" will be the first Wednesday of each month. On this day, the businesses will have to help each other and the staff from the municipality to clean the beach in their business area. The registration process is as follows. The owner will have to be a Hua Hin resident. They have to have their name in a house registration book and be registered in Hua Hin the whole time they wish to provide a business on Hua Hin beaches.

Business space fees will be set as spaces are assigned by the municipality. If the business providers break any rules, the Hua Hin Municipality authority will have to be forced to take action. For a first offence they will be warned, A 2nd offence will result in the suspension of their right to do business for 7 days. The 3rd offence would lead to a one month suspension. A 4th offence will result in the loss of all rights to conduct a business on the beach. These rules are effective for one year. The next date for their renewal or amendment will be January 31 of next year.

Intensive police campaign to deal with potential bomb threat

Police Major General Noi Wanapaibool, Commander of Prachuab Khirikhan Provincial Police, announced that Hua Hin Police and Prachuab Khirikhan Provincial Police, together with the bomb disposal team from Provincial Police Region 7, would hold a seminar to report on crimes at Hua Hin Police Station and Hilton Resort and Spa on Friday and Saturday 5-6 January 2007. Hua Hin Police Station invited representatives from hotels and all businesses to attend the 2-hour seminar.

Pol.Maj.Gen. Noi stated that he believed that the seminar was essential to prevent crimes that risk life and property. The attendees would learn how to handle very difficult situations if they or their staff find an unattended object in a public area.

Police Lieutenant General Worapong Chewprecha, Commissioner, Provincial Police Region 7, presided over the opening of the seminar and during the second half of the seminar he spoke at length to the more than 600 attendees from every career. Included in the group of invited attendees were hotel entrepreneurs and staff, restaurateurs, shopping mall management representatives and the owners of street stalls. Without a doubt the composition of the meeting was very diverse and reflected the level of public concern and interest. There were motorcycle taxi and taxi drivers, owners and managers of residential accommodation services and guesthouses; in fact there were people from all sorts of activities which could potentially be affected.

Police Lieutenant Colonel Kamthorn, bomb disposal specialist, narrated an audio visual presentation which was intended to teach attendees that they need to be alert when they find an unattended object lying around in public places. Instead of trying to move that object, Pol.Lt.Col. Kamthorn advised that the finder should call police hotline, 911, and inform the police of their concerns.

The police will ask the caller to describe the object. A series of questions about its shape, size, color, location, would be put to the caller. The more information the caller has the better. For instance a description of how the object has been placed in the public place (in open area, in trash can, etc.) can be very useful. A very important thing to remember is that the caller should keep calm. And, once instructed as to what to do the caller should calmly proceed to follow the instructions of the police. Pol.Lt.Col. Kamthorn repeatedly recommended that no one should touch or move a suspicious object under any circumstances. If the police are for some reason unable to respond quickly there are some things that can be done. In this highly unusual situation to limit the effect of a blast and for basic protection of property the police offered the following suggestion. Place at least 3 big car or truck tires on top of each other so that they form a barrier around that object. Then instruct everyone to retreat from the potential danger area and keep their distance from that object. They suggested that with smaller devices the margin of safety would require a distance of at least 200 meters.

Pol.Lt.Col. Kamthorn also suggested to the attendees that they should detain anyone who might able to describe a suspicious person until the police arrive. The police will have to deal immediately with the question of who might have placed the object and left it unattended. What to note when describing the appearance of a suspicious person is their gender, approximate age, height, weight, with or without spectacles, hair length, hair color, eye color, skin color, scars or tattoos, moles or birthmarks. Other things a witness may need to describe include: how they walk; what they wear; what accessories they have on; what speaking accent they may have had. Another important thing to note is if they have disguising feature such as a hat, sunglasses, or a helmet. When an incident occurs witnesses should immediately try to remember and write down as many of these details as they can.

During the second half of the talk, presented by Pol.Lt.Gen. Worapong Chewprecha, Commissioner, Provincial Police Region 7, attendees were strongly urged to assist each other to maintain a state of alertness. Attendees were requested to co-operate with their neighbors. Local connections are the best security for any community. The Lt. General ironically pointed out that these kind of bombs can hardly come from air strikes. If someone wants to hurt somebody this way they usually travel by land via motorcycle, car, or foot and good neighbors will be able to single out stranger. A poor relationship with your neighbor can assist these criminals who travel to commit their crimes.

“A very useful and helpful way to assist us to recognize a criminal is to install a CCTV in your premises. Investing in this device might not prevent crime but at least when it happens we will be able to use the footage from the CCTV, and if we make an identification, make an arrest,” suggested Pol.Lt.Gen. Worapong. The presence of such systems can also be a deterrent if the criminal is aware of their presence.

The Commissioner ended his talk and the seminar by encouraging everyone to co-operate with their neighbors and be alert. In doing this, the public has the strong motivation that everyone is helping themselves and securing their own lives or property. “While we are under protection by police and all 4 armies, there are about 63 millions people in Thailand. 63 million pairs of eyes will certainly help keep safe our beloved country better than anything else,” said the Commissioner.

After the seminar, Pol.Maj.Gen. Noi spoke to the press. He announced that Police Colonel Prapas Somproh, Superintendent of Hua Hin Police Station, has been instructed to arrange police officers to patrol throughout and around Hua Hin areas. Pol.Maj.Gen. Noi assured the public that Hua Hin is safe under his command. He would like to apologize in advance if sometimes the police cause an inconvenience. At times this may be necessary as part of the intensive campaign to keep Hua Hin safe.

If you find any person acting suspiciously, or if you discover what you consider to be a suspicious object, call 191 immediately. It is advised that parents should educate their children not to “prank” call the 191 emergency line because if police time is wasted urgently needed assistance may not arrive in time.

Cha-Am Municipality is organizing the "Beauty of Cha-Am City" annual Photo Contest for the year 2551 (2008), under the title “Various Points of Views toward Cha-Am's Beauty". The contest publicizes the pictures of Cha-Am City from various points of view which have been taken by amateur photographers and ordinary people. The Cha-Am Municipality would like to invite everyone to send the pictures to the contest. The details of the contest are as follows.

1. Categories
1.1 Photos of tourism and beautiful important places in Cha-Am Municipality area such as Cha-Am beach, Mrigadayavan Palace, Nang Panturat Mount Forest Park, Cha-Am Forest Park, Sirindhorn International Environment Park, Cha-Am Temple Cave, Buddha Image at Neranchara Temple, Stone Bridge, Phra Naresuan Maharaj 's Monument, Krom Phra Narathipprapanpong's Monument, Phra Mae Pho Sop's Monument, Jao Por Khao Yai's Guardian House, market, wet area at Ta-kard-plee Field, Official Places, Hotels, Temples, Darussoleeheen Mosque, Local Cultural Center.
1.2 Photos of local festivals, traditions, and photos with a cultural theme that have been taken in Cha-Am Municipality area. The following themes would be suitable: King's Birthday Celebrations, Cha-Am's New Year Festival, Cha-Am's Song Kran Festival, local traditional festivals, Annual Traditional Festival, different ways of living, local trades and occupations, arts, sports, other activities, shows and performances.

2. The contest's criteria
2.1 The photos can be sent to the contest by a person or by group.
2.2 No limitation on entries for a category or the number of the pictures submitted.
2.3 No limitation on the equipment used by the photographers.
2.4 Using the computer techniques to decorate the picture is not allowed.
2.5 All entries must have full information. Please name the picture and specify the place, date and time picture was taken.
2.6 Pictures entered by Cha Am Municipality's staff, teachers, and employees will not be considered.

3. The way to send the picture to the contest.
3.1 The size of the picture must be 10x12 cm. 1 picture for 1 entry.
3.2 If the picture was taken using a film camera, the prints or the negatives must be included with the entry.
3.3 The sender must copy the original picture files onto a CD if the pictures are taken by digital camera and send them together with the prints. 1 CD for 1person/group.

7. The Exhibition: Cha-Am Municipality will show the pictures entered in a special Exhibition. All pictures entered will be owned by Cha Am Municipality to keep and to use for publicity. The entrants are allowed to publish their photos without the permission from Cha Am Municipality.

Recently reappointed Prachuab Governor officially opens the “Community Center for Hua Hin Tourism”

Mr. Prasong Pitulkitja, Prachuab Khirikhan Governor, presided over the official opening ceremony of Hua Hin Community Center at Pone Kingphet Public Garden on 5 January 2006. Present also were representatives from local government offices, schools, businesses, press from both local radio and newspapers, and members of the public. For a municipal event, it was an unusually large crowd. Perhaps more than 2,000 people witnessed the ceremony.

The Community Center was the initiative of the Governor who strongly supports the provision of services in the center for residents and visitors of Hua Hin, both Thai and foreigner. The role of the center will be to act as an information service and as a pool of local resources. The center’s clients will be able to call in and inform the center of problems they are facing. The center also accepts telephone calls that report any unfortunate incidents. If problems concerning the community come to your attention and you feel they might pose a danger, or even an annoyance, to peoples’ lives and properties, you can call the center directly at 199, 191 and 032-519-111. The Community Center is at The Civil Protection Volunteer Group of the Hua Hin Municipality, on Damnoenkasem Road (opposite of Pone Kingphet Public Garden).

The Governor talked to Hua Hin Mirror after the Community Center opening ceremony about the current situation that is causing some chaos in Bangkok. He stated that presently there is a full alert throughout the country. The Ministry of Interior is urging every governor to be vigilant and for all 76 provinces to be ready for crimes and anonymous attacks. The Governor added that to ensure that Hua Hin residents and visitors are safe and protected, the Community Center needed to be launched immediately. Its role serving the public as an information and service pool is extremely important and will help the government to hear what people want to say about Hua Hin. The Center will act as a conduit to government. Once the complaint, report, or suggestion is received, the Center will contact the directly responsible department to deal with the matter.

“I’m very proud of all the sectors who showed up at the opening ceremony. The government sector, such as municipality, police, and military, exist to serve the public. But the community still needs help from the business sectors such as hotels, guesthouses, schools, shopping malls, taxi drivers, tourist agencies, etc. in order to help detect crimes and disasters,” said Mr. Prasong.

The Governor told Hua Hin Mirror that he is very pleased to have been reassigned to take care of Prachuab Khirikhan again after serving Petchburi for a while. He was first appointed governor to Prachuab Khirikhan 7 years ago. In 2006 he moved to Petchburi. He then moved back to Prachuab Khirikhan late in 2006 where he received a very warm welcome back from Hua Hin residents and government officers.

Remembered as an extremely effective administrator, the governor spoke about some of his previous experiences while serving Prachuab Khirikhan for 6 years. His achievements during his last governorship included a number of very important initiatives to deal with the problem of flooding. Some of the highlights of his previous term as governor were

1. Solving flood problems at Bang Sapan district. This appeared to be the most critical area in the pattern of flooding in Prachuab Khirikhan. Mr. Prasong successfully petitioned for the budget from the government, receiving 84 million baht. He then implemented a permanent solution to cope with the flooding by building the present reservoir. He now plans to construct a substantial water course that will go around Bang Sapan community. This plan he intends to implement in the near future.

2. Developing the capacity of Yangchoom Dam to hold another 9 million cubic meters of water. The dam now has a capacity of 21 million cubic meters. This project is under the patronage of His Majesty the King.

3.
Initiating a project to develop and preserve beaches along the west coast from Hua Hin to Bang Sapan, which is about 100 miles. The project was advised by Her Majesty the Queen. The governor believes that long term residents can certainly see that the beaches are much improved in quality since the 1990’s.

4. Solving flood problems in Hua Hin and Pranburi according to HM King’s project, which helps reduce the problems experienced in the two areas.

5. Solving public area usage problems by preventing entrepreneurs from using public areas for business advantages.

6. Solving flood problems in Samroiyod National Park and Khaodaeng canal.

7. Developing tourism at Singkhon border. The Governor requested an 8 million baht budget to construct a paved road to the checkpoint. The work also involved the installation of a traffic light at the intersection at the entrance to the checkpoint and contributing to the budget to build the Checkpoint Office Center.

Mr. Prasong said that now that he has been reassigned to Prachuab Khirikhan he has many plans to develop the province. This present administration is composed of four key persons: the Governor, and the three Vice Governors, Second Lieutenant Pongsak Plaiwej, Mr. Bongkarn Limprapat and Mr. Sanit Boonkosakul. “My career will be over in 1 year and 10 months and I’m looking forward to making all 80 villages in Prachuab to become ‘His Majesty’s villages’. I will make sure that our residents will live their lives according to His Majesty’s initiative the ‘Self Sufficient Economy’. Every community will be clean and without drugs. I urge all leaders of each community to implement these plans and I’ll support them with my advice. There will be meeting every month. Once a community is developed and eligible as a ‘His Majesty’s Village’, His Majesty will present the title to that village,” explained the Governor.

Before ending Mr. Prasong added that, “I’m grateful to His Majesty’s kindness and I am proud to be the Governor of Prachuab Khirikhan and take care of the province in which His Majesty resides in Klai Kangwon Palace. I will make sure that my service to this province will be very effective. Before I retire I plan to achieve the following five goals. 1. Make all 80 villages ‘His Majesty’s Village’. 2. Continue the plan to make Hua Hin as a ‘Paradise City’ and make the ideal become a reality. 3. Solve more of the flooding problems especially in Bang Sapan. 4. Implement plans to make government offices effective so they can provide express services to the people who use them. 5. Finally I want to do all in my power to help people and support their careers,” said Mr. Prasong.

Local people are invited to advise on the composition of the new Constitution

100 specially chosen persons from Prachuab Khirikhan gathered together in the City Hall to discuss the draft of the new Constitution on January 9, 2007. There were people from all walks of life including government and private sectors, the schools, and representatives of the press from every District.

Mr. Prasong Pitulkitja, Prachuab Khirikhan Governor, has been elected to the 100 member Constitution Drafting Assembly (CDA). This is the public body that will be in charge of drafting a new constitution. Soon after Mr. Prasong was elected he decided to gather 100 high educated and skillful people from every career to meet and discuss what is needed in the new constitution.

At the first meeting on January 9, 2007, the Governor received positive feedback as the attendees addressed the question of how to improve on the last constitution. However, because the suggestions that were made are varied, the attendees were divided into 5 groups. The groups are assigned to tackle the different issues that were discussed and their deliberations should be concluded within one week. Hua Hin Mirror will report further on the results of their deliberations when more information is available.

All Breeds of Dog, Annual Contest 2008

Petchburi-Kirikhan Dog Association together with Hua-Hin Municipality and Prachuab Khirikhan invite dog lovers to the sponsored dog show. Owners are encouraged to allow their dogs to participate in the dog contests. The show and its associated contests will be held on Sunday February 4th, 2008 at Hua-Hin Vittayalai (Silesian) located next to Hua-Hin Market Village, Hua-Hin, Prachuab Khirikhan. In this event, the guests will have a chance to see many cute, pretty, strong, trained dogs doing tricks and showing how intelligent they can be. The guests who enter their dogs into the contests will help the funding of the Hua-Hin Dog Care Center which will receive 50 baht for each of the entries for the contests.

There are 5 kinds of dog contests: 1) Open Contest (all breeds); the winner receives King Rama IX's Trophy, 2) Rottweiler Specialty; the winner receives His Royal Highness Crown Prince Maha Vajiralongkorn's Trophy, 3) German Shepherd Specialty; the winner receives His Royal Highness Crown Prince Maha Vajiralongkorn's Trophy, 4) Group 5 Specialty; the winner receives His Royal Highness Crown prince Maha Vajiralongkorn's Trophy, and 5) Thailand Pit-bull Weight Pull 1st Round Championship (points accumulation) sponsored by the Pit-bull Friendship Group. The contests will begin at 10 a.m.

Attendees will be encouraged to help the unfortunate dogs in Hua-Hin Dog Care Center by giving money or choosing their favorite dogs participating in the events and taking the dogs home with them. Besides viewing the shows and the contests, the guests will be able to buy their dogs the food, toys, and other products from many well-known brands at special prices.

Market Village gives free gold on its 2nd anniversary

To celebrate its 1st anniversary and to express its gratitude to regular customers, Hua Hin Market Village is giving out free gold, 1 baht gold, at every hour on Sunday, February 18 from 11.00-21.00hrs. Prior to this golden day, all shops in the mall will offer 30-70% discounts, some will hold “buy 1 get 1 free” campaign. Shoppers will enjoy famous singers throughout the day.

Mr. Wasan Songsing, Marketing and Communications Manager, said Hua Hin Market Village has been operating since February 2006 and receiving positive feedback from local and nearby residents, including tourists from other provinces and countries. “We have hosted many activities to promote our community’s projects such as children’s day, painting competition by our local school students, art exhibitions featuring our community’s famous artists such as Mr. Tawee Kesangam and friends, His Majesty the King’s Royal Projects, etc.” said Mr. Wasan.

Chinese New Year in Hua Hin is bigger this year than ever before!

In February, there will be held in Hua Hin another important holiday which is the Chinese New Year celebration. This is the biggest celebration for many Chinese and Thai-Chinese living in Hua Hin. The tradition of Chinese New Year begins with 'Pai Jear', which means visiting of elder relatives and receiving blessing from them. This usually involves bringing oranges as the fruit signifies long life and prosperity. The color of oranges resembles that of gold and the belief is that if you have a house full of gold; your life is blessed.

Mr. Nopporn Wuttikul, Vice Mayor of Hua Hin, told the Hua Hin Mirror, that the day of Chinese New Year celebration, February 17 falls on the 'praying' day of Chinese New Year;

This year there will be shows and dances from the Lion Company and the Golden Dragon Company from Nakhonsawan. The traditional lion dance will depart the municipality offices around 17:00 pm and make its way down Petchkasem Rd., into Chomsin Rd., down Srasong Rd. stopping in front of Hua Hin Foundation. The procession will then head towards the back of Chatchai market straight onto Damnernkasem Rd. and it will end up at Pone Kingphet Public Garden in the area of Thai Red Cross. We would like to invite everyone who has a business or residence along the trail to set up tables in front of your house to receive the companies and the blessings. The night entertainment will be a full show of lion dance and a free concert from a very popular Thai music band "Nouveau" We would like to invite all Thais and foreigners both working and visiting Hua Hin to turn up for an amazing show to celebrate the Chinese New Year. Elephant Country held Worship Ceremony to King Naresuan the Great

Hua Hin/Cha-Am Tourism Club held a religious ceremony honoring King Naresuan and Prapinang Supankallaya at Elephant Country (Hassadin Elephant Camp), behind Khao Dang's Guardian House, Hua Hin, on January 17, 2008. The ceremony is to pay respect to King Naresuan the Great, one of Thailand's toughest warrior kings. King Naresuan the Great fought many Burmese armies and his life is part of a historical show scheduled to launch on January 25.

General Weerasak Pairat, presided over the ceremony with Royal Bhram leading the religious ceremony with a group that included Mr. Akanit Sundhornwej, President of Hua Hin Tourism Club, Mr. Thanakorn Sukchamroen, Director of Elephant Country, Mr. Eknimit Kuasri, Manager of Elephant Country. The ceremony was attended by many people including some Thai and foreign tourists.

After the ceremony Mr. Akanit said that Elephant Country will be launching a premier historical show under the theme "Light and Sound" on January 25. The show will feature 15 elephants and showcase their martial role in the wars that raged 300 years ago. It's an exciting show and guests are not expected to sit through the performance with empty stomachs. Before the show, guests will be served dinner. Beginning after dinner is over, the show will also demonstrate the strong relationship between elephants and Thai people. It is common for Thai people to live in close contact with elephants and even to train elephants so that they live as a family member of the mahout. "We will show you how we capture the elephants, take them to our camp, train them, and you will see that elephant and human can live peacefully and that elephant can feel lonely when they live alone out there in the jungle", said Mr. Akanit. He then added, "Elephant Country is supported by many people to preserve Thai elephants. We feed them, care for them and we train them to do the shows".

Present at the ceremony were many tourists, mostly from Scandinavia, visiting Elephant Country, and riding on the back of elephants to trek around the camp which is about 200 rais in size. The tourists that we spoke to said that they are interested in the show and commented that it would be impossible to see a show such as this in their home countries.

Elephant Country is situated on a vast tract of land on Khao Dang Mountain. The size of the space makes it suitable to hold a historical show. Some tourists were concerned about the welfare of the elephants when they are subjected to the stress of doing to show. However the camp points out that it provides appropriate resting areas for elephants and plenty of water for them to bathe during the hot day.

New parking lot for Hua Hin?

Mr. Siraphan Kamolpramote, Mayor of Hua Hin City, Mr. Nopporn Wutthikul, and Mr. Witoon Losirilak, Vice Major of Hua Hin City, had a meeting with local shopkeepers and the business proprietors from Chomsin Market to listen to their opinions about building the parking lots at Chomsin Market area. Mr. Siraphan made clear to the meeting that building the parking lot is only at the planning stage. Hua Hin is a becoming an important tourist city with many tourists, both Thais and foreigners, visiting Hua Hin over the long weekends. This has created serious traffic problems and there are not enough parking spaces available when the town is full of visitors.

Hua Hin Municipality has been considering a plan to build parking lots down town to facilitate the tourists. It will cause drivers more inconvenience if the parking area is far from the business area. So building the parking in the market area has been suggested. The mayor assured the meeting that before any proper plan can be implemented there is a formal process. There must be a public hearing and an airing of public opinion from the shop owners, and from the business proprietors from Chomsin Market. This is the time when they have an opportunity to say whether they agree to the plan or not.

The municipality will consider other issues apart from public opinion. In making a decision, they have to weigh the benefits and the losses, as well as estimate what might be the other effects of a plan. The Finance Department has been assigned to survey and collect information to present to the next session of the meeting at which time the mayor hopes there will be some progress to report.

Scholarships are awarded by Police

Readers may not be aware of the policy of the Royal Thai Police Command Headquarters to visit and talk to students, teachers, Kamnan, and village heads. Recently Pol. Major General Sucheep Noonang, Deputy Commissioner, Provincial Police Region 7, together with Police Colonel Prapas Somproh, Superintendent of Hua Hin Police Station, Pol. Lieutenant Colonel Witat Borirak, Deputy Superintendent, and Pol. Lieutenant Colonel Samer Yoosamran, Inspector of Traffic Police, visited Nongtapao School in Hin Lek Fai, Nongtapao.

On this occasion, the representatives of Provincial Police Region 7 presented scholarships to 12 poor students. The police then took turns to talk about their work. Pol. Lieut. Col. Samer Yoosamran, Captain of Traffic Police, talked about driving safety and traffic rules. Pol. Lieut. Col. Witat Borirak gave advice of how to be a socially responsible citizen. Pol. Col. Prapas Somproh, told the assembled students that he is ready to listen to any complaints and will make himself available to the students and the general public discuss any problems.

Rounding off the event, Pol. Major General Sucheep Noonang congratulated those students who received the scholarships and addressed some words of encouragement to them. Speaking to everyone he stressed that success means studying hard and told everyone that they should follow His Majesty the King's self sufficiency policy. He also said that he will keep visiting different villages and he will listen to the suggestions that he receives directly from the people that he meets.

After the talk, the police treated a school lunch in the canteen with the students from grade 1 to grade 9, the police support team and press.

Paradise City traffic problems

On January 22nd, as part of its Paradise City project, the Mayor of Hua Hin, Mr. Siraphan Kamolpramote, presided over what was termed an evaluation meeting of the city government and other interested parties. This meeting was almost entirely devoted to the traffic problems that are facing the city. Most residents will have noticed the worsening situation on Petchkasem Road. Before the meeting was the proposal that the principal streets in Hua Hin be made one way. The meeting also discussed the u turns on Petchkasem Road and the parking problems that have developed downtown.

A plan to develop a grid network of one way streets will be presented to the next meeting. At the moment the major streets carrying traffic in Hua Hin are Damnernkasem Rd., Dechanuchit Rd., Chomsin Rd. and Damrongratch Rd.Mr. Sarathit Mongkolwat, Director of Labor Department said that these streets should form the basis for a one way system. Managing the existing traffic problems is the committee’s most pressing issue. The Petchkasem highway’s u-turn in front of Sailom Hotel is currently open for use with barriers erected to control the flow of traffic. There have been a lot of reports of injuries and accidents occurring in that area and the municipality have now consented to remove the turn. However, the u-turn in front of Hua Hin Electricity Board will remain open as before. As for the intersection at Hua Hin Thansamai Shop, The Directory of Hua Hin Cultural Council has proposed to erect traffic lights at the area by hanging them over the street. Mr. Suparat has accepted the proposal and will talk with the Hua Hin Highways Department about possibilities of erecting traffic lights there.

A major step in alleviating the congestion will occur when the municipality finds the funding for its planned new bypass in the Chomsin area. The committee had contacted the Railways Department once before regarding this issue but there has been no word concerning the subject.

The other big issue dealt with at the meeting related to taxis and fared transports in Hua Hin areas. The parking behavior and activities of the people who provide these services has added to the problem of traffic Hua Hin is currently facing. The fared transports are not regulated and the places that they chose for are creating more problems for the city. The presence of the taxi services has direct impact on tourists who can not find centrally located parking spaces. Ms. Sureerat Thanasukarn, The Transport Department of Hua Hin, said that on January 25, there would be a meeting between the municipality and the drivers of fared transport to come to a conclusion on the subject.

The meeting’s main decision was to close the u turn in front of the Sailom Hotel. This is a temporary closure only.

Soldiers' children enlist for Children's day!

The Children's day celebrations at Thanarat Military Camp were especially lively this year. Starting early (at 8.00hrs) with speech of the Chief Commander of the Infantry Center, there were a series of performances by students from different schools in the area. The highlight of the event was the performance from the children of the soldiers who dressed in "fatigue" costume and did an ammunition show. They received a very loud applause from the delighted audience which contained many proud mothers and fathers.

The army contributed its share of expertise and equipment to military theme of the celebration. As well as an ordinance and ammunition exhibition, the army offered a large number of enthusiastic children a chance to ride in a tank. Safety rules were observed throughout the day and qualified staff were present to explain the exhibits. Under their supervision, some of the more curious children were shown how to use some of the exhibits which even adults would normally handle with care! On the same day, there was also a chance to visit the memorial and museum of Field Marshal Srisdi Dhanarat. Normally this is only available to visit with a prior appointment. Major General Niwat Meenayothin, Chief Commander of Infantry Center, and his men are to be congratulated on hosting a wonderful celebration for the children. The national Children's Day event was held as usual at sports field of Ratchata School in Thanarat Military Camp.

World War 2 history was the theme at the Wing 53 Children's Day celebrations

From oh eight hundred hours (08.00hrs) on Children's day, Wing 53 was open to the public. Many aircraft were placed on the runways for the appreciation of the visiting children and their parents. During the day performances on the stage entertained the many children present. Group Captain Cherdpong Iamsamut, Commanding General of Wing 53, enjoying the special day spoke to briefly to the Hua Hin Mirror "Wing 53 holds children's day celebrations every year. Most of the visiting children have a real interest in the aircraft. The event grows more popular every year. And Wing 53, recognizing the interest of their visitors, arrange for our staff to greet our guests and give them plenty of information. This year the theme was World War 2 history.

This Hua Hin Mirror reporter was greeted by Tourism Officers, Wing Commander Siripong Klorsuwan and Flight Sergeant 1st Class Pattra Pinthip together with volunteer guides, Mrs. Sumalee Posri, Mrs. Uthairat Chernam. Also present and in training were some young tour guides whose ages are from 12 to 15. The guides are normally there to show visitors the many activities within Wing 53 area. This year featured an exhibition on the 1941 conflict between Thailand and Japan when Japanese invaded Thailand via Ao-Noi Bay. The young volunteer tour guides dramatically told the story of the 28 air force officers and 42 people who were shot and stabbed to death on the dawn of December 8, 1941. The same morning, fighting the Japanese invaders, was Wing 53 pilot Sergeant Maen Prasongdee. Injured while flying his plane against the Japanese, Sgt. Maen wasn't easily discouraged fighting until his plane was almost out of gas. While attempting to return to base to re-fuel the plane crashed in the bamboo bush near Wang Klai Kangwon Palace. Local residents still remember the crash and the pilot they rescued and sent to Red Cross Center 10.

This is one of the stories researched and shared with the public by the young volunteer tour guides. It is their responsibility to take tourists on visits around the facilities in Wing 53.

Flight Sergeant Pattra Pinthip told us that these 10 volunteer tour guides are appreciated by the tourists and the tips that they receive are their sole source of income. Everyday tourists visit Wing 53 and tip the guides. As Wing 53 does not have a budget for such activities, the Sergeant stated that Wing 53 is fortunate to have many volunteers for this task.
